Renovation glossary for Dubai

The short answer

Renovating in Dubai comes with its own vocabulary: master developers and NOCs, permit authorities such as Dubai Municipality, Trakhees and the Dubai Development Authority, the new Contractor Register, and terms like fit-out, MEP and AMC. Here is what each one means in plain English, with a link to the guide that has the detail and sources.

Contractor Register
The central register of contractors managed by Dubai Municipality and linked to the Invest in Dubai platform, created by Dubai Law No. 7 of 2025. Clients may not engage contractors that are not registered and classified. Dubai's Contractor Register.
Contractor classification
The grade a contractor holds under Law No. 7 of 2025, based on technical, financial and administrative capability. It decides which projects the contractor may take on. Dubai's Contractor Register.
Engineering consultant
A licensed engineering office that prepares and stamps drawings and submits them for approvals. In Dubai it needs a trade licence and annual Dubai Municipality registration under Law No. 14 of 2025. Engineering consultant law.
NOC (No Objection Certificate)
A written approval from a master developer, community or building management that it does not object to your planned work. For villa alterations it usually comes before the building permit. Villa renovation approvals.
Master developer
The company that developed and manages a community, such as Emaar or Nakheel. It sets community rules and issues NOCs for alterations. Dubai communities.
Permit authority
The government body that issues building and fit-out permits for a plot. In Dubai it depends on where the property is: Dubai Municipality on most of the mainland, Trakhees in areas such as Palm Jumeirah and JVC, and Dubai Development Authority in TECOM areas. Villa renovation approvals.
Trakhees
The authority that issues permits in Nakheel and other special zones, including Palm Jumeirah, JVC, JLT and Discovery Gardens. Consultants and contractors working there must be Trakhees-accredited. Villa renovation approvals.
Dubai Development Authority (DDA)
The authority that issues permits in TECOM areas such as Internet City, Media City and Design District, where consultants and contractors must be DDA-registered. Villa renovation approvals.
Civil Defence approval
Approval from Dubai Civil Defence on drawings for work affecting fire and life safety, such as partitions that change escape routes, fire exits, sprinklers, fire alarms and MEP changes. Villa renovation approvals.
Fit-out
Interior works inside a building shell: partitions, ceilings, joinery, flooring, finishes and MEP connections. Fit-out in Dubai.
MEP
Mechanical, electrical and plumbing works: AC and ventilation, power and lighting, water supply and drainage, and often fire systems. MEP in Dubai.
AMC (annual maintenance contract)
A yearly contract that bundles scheduled maintenance, such as AC servicing and plumbing and electrical checks, with call-outs for a fixed fee. Annual maintenance contracts.
Snagging
Inspecting a new or newly renovated home for defects before handover or final payment, and getting them fixed. Maintenance in Dubai.
Completion certificate
The document issued after final inspection confirming permitted work was completed as approved. Villa renovation approvals.
Makani number
A 10-digit geographic address that identifies a building entrance in Dubai. It is useful for directions, but it is not a postcode: the UAE has no postcodes, so SoukLocal searches by community. Search by community.
SoukLocal Verified
The badge on a SoukLocal listing showing the business passed the mandatory checks on the date shown: valid trade licence covering the work, authorised person, real contact and location, plus Contractor Register and liability insurance for contractors. It is not a guarantee of workmanship. The SoukLocal Verified standard.
