Turnkey renovation in Dubai: who signs what (2026)

The short answer

A turnkey renovation in Dubai is a design-and-build contract: one company designs, gets the approvals and builds for one price. The drawings still need a consultant registered with Dubai Municipality, the builder must be on the Contractor Register under Law No. 7 of 2025, and you sign the appointments. Put scope, drawings, approvals, price, programme and defects terms in writing.

What is turnkey renovation in Dubai?

It is one contract for design, approvals and building, handed back ready to use. Dubai Law No. 7 of 2025, which regulates contracting across Dubai, including free zones, recognises turnkey (design-build) projects, and Dubai Municipality is to issue further rules on how they work. Until then, the general rules apply: whoever builds must be a registered contractor, and whoever designs must be a registered engineering consultant.

Under Law No. 14 of 2025, nobody may practise or advertise engineering consultancy in Dubai without a trade licence and a place on Dubai Municipality’s register, renewed every year. So a turnkey company either holds both registrations or appoints a registered consultant for the drawings. Ask which, and get the consultant’s name. See the consultant law and the Contractor Register.

Design and build vs consultant plus contractor: which contract forms are used?

Three forms are common for homes, and they differ in who you can hold to the result.

FormWho designsWho buildsYou sign withWhere the risk sits
Design-build (turnkey)The company, through its own or an appointed registered consultantThe same company, as a registered contractorOne companyOne party answers for design and works; nobody independent checks the builder unless you appoint a supervising consultant
Consultant-led, separate contractorYour consultantA contractor you appointTwo: consultant and contractorIndependent drawings and supervision; gaps between design and works become your dispute to manage
Labour-onlyYou, or a consultant you appointA contractor supplying labour, with you buying the materialsThe contractor, plus each supplierMaterials, quantities and coordination are yours; the contractor must look after what you supply and tell you at once if it is defective

The labour-only duty comes from Article 816 of the Civil Transactions Law, as summarised by Mayer Brown (June 2026). A labour-only firm is still a contractor and needs a Contractor Register place.

Who is responsible for permits, and who signs the submission?

The consultant or contractor submits, but the owner appoints both, and the permit is tied to the firms named on it.

  • Dubai Municipality. Its villa procedure on the Dubai Building Permit System has the consultant or contractor submit the application, attach the drawings and pay the fees. Other authorities upload their NOCs, then the Municipality issues the permit and stamps the drawings. The consultant and contractor request the structural and final inspections.
  • Dubai Development Authority. For a building modification, the consultant applies for design approval and the contractor requests the permit. The appointment letter is signed by the owner, the consultant and the contractor.
  • Community NOC. The owner signs. A major modification NOC from Meraas and Dubai Properties, for example, needs a request letter signed by the owner with the consultant and contractor appointment letter attached.
  • Changing firms later. Under Administrative Resolution No. 275 of 2024, replacing the consultant or contractor needs a Dubai Municipality application, and a new permit is issued in the new firm’s name. A contractor replaced without consent has 5 working days to respond and up to 30 days to hand over the site in a financial or contractual dispute.
  • Completion certificate. The contractor applies with the consultant’s consent. If both refuse, the owner can apply and they get 7 working days to respond.

What must turnkey include in writing?

The scope, the price and what it excludes, who gets which approval, the programme, the payment stages and the defects terms. Article 813 of the Civil Transactions Law says a contract for works must state its subject, nature and quantity, the method of performance and the completion period. Then add:

  1. The drawings and specification list, with finishes, brands or grades named room by room.
  2. The firms: the consultant’s name and Dubai Municipality registration, and the contractor’s Contractor Register details. Ask for the consultant’s name even if the company designs in-house.
  3. Approvals: which NOCs and permits the company applies for, and whether their fees, deposits and resubmissions are in the price.
  4. Price and changes. Under Article 829 a contractor on a lump sum for a set design cannot claim more because materials or wages went up, and design changes are paid only if agreed or caused by the owner’s error. So write the variation procedure: priced in writing, approved before the work.
  5. Programme and delay. A completion date. Under Article 818 the owner can require defective or late work to be put right, then end the contract or have it finished at the contractor’s cost.
  6. Payment stages tied to finished work, retention and the defects period: see renovation payment terms.
  7. Exit. Under Article 836 the owner may end the contract before completion, but pays for expenses, work done and the contractor’s lost profit, which a court may reduce.
  8. Subcontractors. Law No. 7 of 2025 lets contractors subcontract only to licensed, registered firms with prior approval, and requires them to supervise. Ask who does each trade.

Who is liable if something goes wrong after handover?

For structural defects, the engineer and the contractor together, for 10 years. Articles 821 to 824 of the Civil Transactions Law make them jointly liable for a total or partial collapse, or a defect that threatens stability or safety, from handover. The contract cannot exclude it, and a claim must be brought within 3 years of the collapse or the defect being found. An engineer who only supervised is liable with the contractor for defects in the work they supervised. A main contractor’s claims against its subcontractors are left to their own contract.

The new law took effect on 1 June 2026 and applies to contracts made from that date; earlier contracts stay under the 1985 Civil Code, which had the same 10-year rule. Insurance is covered in contractor insurance.

Questions

What is turnkey renovation in Dubai?

A design-and-build contract: one company designs, handles approvals and builds for one price, and hands the home back finished. Dubai Law No. 7 of 2025 recognises turnkey projects, and Dubai Municipality is to publish further rules for them.

Is design and build better than hiring a consultant and a contractor separately?

Design and build gives you one contract and one party to hold to the result. A separate consultant gives you drawings and site supervision that are independent of the builder. Either way, the consultant must be registered with Dubai Municipality and the contractor must be on the Contractor Register.

Who is responsible for permits when I renovate in Dubai?

The consultant or contractor submits the permit application, but you appoint them and sign. On Dubai Municipality’s Building Permit System the consultant or contractor applies; at the DDA the appointment letter is signed by the owner, consultant and contractor, and the contractor requests the permit.

Does a turnkey company need to be registered?

Yes. Since 8 January 2026, project owners may not engage a contractor that is not registered and classified under Law No. 7 of 2025. The design work needs a consultant with a trade licence and Dubai Municipality registration under Law No. 14 of 2025.

Who is liable for structural defects after a turnkey renovation?

The engineer and the contractor, jointly, for 10 years from handover, for collapse or defects that threaten the building’s stability or safety. The contract cannot exclude this, and claims must be brought within 3 years of the defect appearing.
