Renovate or rebuild your Dubai villa: how to decide (2026)

The short answer

Renovate if a structural survey finds the frame sound and the rules let you keep or extend the footprint; rebuild only when the structure fails or the plot allows much more than you have. Renovation needs a modification permit and runs about AED 150 to 600 per sq ft. A rebuild needs a demolition permit plus a new building permit, and takes about 12 to 24 months.

Renovation, per sq ftAED 150 – 600
New villa, per sq ftAED 300 – 1,400
Rebuild, plot to handover12 – 24 months

Should I renovate or rebuild my villa?

Start with the structure and the plot rules: they decide most cases before cost does. The table sets out how each factor points.

FactorPoints to renovatingPoints to rebuilding
StructureA consultant's survey finds the frame, slabs and foundations sound or repairableThe survey finds serious defects. Dubai Municipality may order demolition of buildings at risk of collapse or that are cracked (Local Order No. 3 of 1999, Article 26)
Plot and built-up areaYou are happy with the footprint, or an extension within the rules is enoughThe plot allows much more than exists. On Dubai Municipality plots there is no maximum built-up area for private villas, within the setbacks and a 16 m height limit; in master communities the developer's guidelines decide
Service lifeSystems can be replaced room by room or trade by tradeThe structure and every system are at the end of their life at once. No Dubai rule we could find sets a service life for villas: the survey decides
Permit routeModification permit: Dubai Municipality AED 200 for villa alterations; DDA AED 1 per sq ft of affected areaDemolition permit (Dubai Municipality AED 150 per villa; DDA AED 1,000 per unit per floor), then a new building permit (Dubai Municipality AED 0.30 per sq ft; DDA AED 1 per sq ft, minimum AED 200)
Community rulesEmaar does not permit changes to villa exteriors; Nakheel allows changes that do not affect the facade and structureAsk the developer first: none of the developer pages we checked publishes a rebuild route
Time out of the homeAbout 60 to 210 days of works, by villa typeAbout 12 to 24 months, plot to handover

How to compare a renovation offer with a rebuild offer

  1. Put both on the same basis: AED per sq ft of finished built-up area, with demolition, approvals, design and VAT shown as separate lines.
  2. Ask the consultant for the structural survey in writing before either offer is priced.
  3. Ask who applies for each permit and NOC, and whether resubmissions are included.
  4. Add the cost of living elsewhere for the longer of the two programmes.

Line the offers up with compare quotes, or plan a renovation budget first with the budget planner.
