Swimming pools: approvals, a tested shell, and a safe enclosure

A pool is the most expensive outdoor job most villas do, and the one where a hidden leak or a missing fence matters most.

The short answer

A private villa pool in Dubai must be registered with Dubai Municipality before construction, with community approval. The shell should be waterproofed and leak-tested full of water, typically for several days, before plaster and tiles. Dubai Municipality safety guidelines call for a barrier at least 1.2 m high with a self-closing, self-latching gate that opens away from the pool.

Why check before it is covered. A leaking shell found after tiling means draining the pool and breaking out tiles and plaster; a missing barrier is a safety risk to children.

The checklist

Each check shows its basis: Manufacturer Published standard Good practice. Hold points, in coral, are the moments to see the work before it is covered.

1

Approvals

Before digging
Hold point: Do not allow digging without these
  • The pool is registered with Dubai Municipality before construction starts Dubai Municipality’s private pool safety guidelines require it. Published standard[1]
  • Community approval (and the area authority’s approval where needed) is on site Pools are a major modification in every master community. Good practice
  • Structural and pool drawings approved, with the pipework and equipment shown The shell and its pipes cannot be changed after the pour. Good practice
2

Shell and pipework

During construction
  • A temporary barrier around the excavation from day one An open hole is a hazard to children and neighbours. Good practice
  • Drains, returns, skimmers and lights placed before the concrete Missed fittings mean cutting the shell. Good practice
  • The shell is waterproofed, including every wall-floor joint Joints are where shells leak. Good practice
3

Leak test

Before plaster and tiles
Hold point: Do not allow tiling until the leak test has passed
  • The shell is filled with water and the level marked A marked level makes any loss visible. Good practice
  • The level holds over the test period (several days, often 7), allowing for evaporation7 days Many contractors test for a week. Use a bucket of water beside the pool to tell evaporation from a leak. Good practice
  • Pool pipework is pressure tested before it is buried Buried pipe leaks are hard to find. Good practice
4

Safety at handover

Before the pool is used
  • A barrier at least 1.2 m high around the pool, with no gaps over 100 mm1.2 m From Dubai Municipality’s private pool safety guidelines. Published standard[1]
  • The gate opens away from the pool and is self-closing and self-latching From the same guidelines; a lock alone is not enough. Published standard[1]
  • No furniture, plants or AC units within 1.2 m outside the barrier1.2 m Children climb them to get over. Published standard[1]
  • Water tested: pH and chlorine within the guideline rangepH 7.4–7.6 The guidelines give free chlorine 1 to 2 mg/L and pH 7.4 to 7.6. Published standard[1]
  • CPR sign, emergency numbers and a reaching pole near the pool Also in the guidelines. Published standard[1]

Questions to ask your contractor

  1. Is the pool registered with Dubai Municipality, and is the community approval in place?
  2. How long is the leak test, and can I see the level marked?
  3. Will the pipework be pressure tested before it is buried?
  4. Does the barrier and gate meet the Dubai Municipality pool safety guidelines?

Questions

Does a private pool in Dubai need approval?

Yes. Dubai Municipality’s private pool safety guidelines say pools at private villas must be registered with Dubai Municipality before construction starts, and master communities require their own approval.

How high must a pool fence be in Dubai?

Dubai Municipality’s private pool safety guidelines set a minimum effective height of 1.2 m, gaps no more than 100 mm, and a self-closing, self-latching gate that opens outwards, away from the pool.

How long should a pool leak test take?

Many contractors fill the shell and watch the marked level for about a week before plaster and tiles, allowing for evaporation. Agree the period and the test method before construction.
