How long does a renovation NOC take?

Ten working days for a major modification and 2 to 3 for a minor one at Meraas and Dubai Properties, which publish them. Major requests need the owner’s signed letter, the consultant and contractor appointment letter, the title deed and plans; minor ones are free and can be filed by the owner, tenant or contractor. Emaar asks owners to apply through Home Modifications on the community portal, and Nakheel through its website or app, without a published time. Start the NOC first: the permit comes after it. Developer by developer: Emaar and Nakheel.

How long does a permit take?

Two working days for a DDA building modification permit once the design is approved in 5; Dubai Municipality does not publish a figure for villa modifications on the pages we read. Its self-maintenance permit for minor repairs is issued instantly online. In August 2026 the Municipality announced an AI system to issue private and investment villa permits submitted by consultants in minutes rather than days, rolled out in three phases over 26 weeks; it was not live when announced. Which authority applies to you: who approves my job?

What makes a renovation run late?

Approvals not started early, drawings sent back, and a change of contractor. Meraas rejects NOC requests that conflict with community guidelines or DDA rules. Trakhees sends back modification drawings it does not approve for correction and resubmission. If you replace a contractor without its consent, Administrative Resolution No. 275 of 2024 gives it 5 working days to respond and, in a financial or contractual dispute, up to 30 days to hand over the site, and a new permit is needed in the new contractor’s name.
